ASEAN Consultative Committee on Standards and Quality (ACCSQ) has an important role in facilitating the economic integration concerning standardization and conformity regulations in ASEAN including developing the mutual recognition arrangements (MRAs) on conformity assessment to achieve its goal of acceptance the product assessment results of other member countries without re-testing.  And Mr.Chaiyavat Tangkrockolan, Director of International Affairs Division, Thai Industrial Standards Institute (TISI) acting as the head of Thai delegation in ACCSQ.

Mr.Pisit Rangsaritwutikul, President of Thailand Automotive Institute (TAI) acting as the head of Thai delegation in the ASEAN Automotive Product Working Group (APWG) has an important role undertaking the harmonization of automotive products compliance with international standards.  And expected for signing the 52nd ASEAN Economic Minister Meeting in August 2020 among 10 countries attending the meeting such as Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Vietnam, and Thailand.  In the initial period, the announcement on the ASEAN Mutual Recognition Arrangements for 19 UNECE Regulations ASEAN MRA is as following:

The benefits/impacts of ASEAN MRA
1. Increase channels for reducing trade barriers for ASEAN member countries e.g. in the case of seatbelt, if ASEAN MRA is adopted by using UNECE 16 as an ASEAN standard, and seat belts are manufactured in member countries and tested by any technical services registered in ASEAN, they can be exported to every ASEAN member country with mandatory standards without re-testing.
2. Local manufacturers need to develop their products in order to conform to UNECE regulations ASEAN MRA.
3. Promote the production of motor vehicles and parts in ASEAN with greater safety.
4. Only some auto parts manufacturers and assemblers have their own testing laboratories supporting UNECE standards but the local testing laboratories still cannot support the UNECE standards ASEAN MRA which currently can be supported only some tests.

ASEAN MRA for automotive standards are one of the important instruments to eliminate the trade barriers and promote automotive products in ASEAN and also entrepreneurs' production capabilities for automotive products with international standards which are the key part for more consumers safety and environmental friendliness.
